Job Description
We are currently seeking a Data Manager to join our team in Northern Virginia supporting a government customer.
The Data Manager gathers, analyzes, and interprets data to provide insights that inform and improve the organization's decision-making process. The Data Manager is responsible for identifying, extracting, validating, and reviewing data from various sources and systems for accuracy and consistency. The Data Manager uses various tools and techniques, such as statistical analysis, programming, and data visualization, to translate data into meaningful analytical reports for senior decision-makers. Additionally, the Data Manager interprets and applies financial regulations, policies, and procedures to guide senior management at the SPO and/or Directorate level.
Tasks
  • Create charts, graphs, dashboards, and reports to communicate findings to senior managers and non-technical audiences.
  • Collaborate with and assist other team members in using data systems and understanding data management procedures to ensure consistency and alignment of information.
  • Develop, implement, and maintain data systems to ensure the data is stored and organized efficiently for access and analysis.
  • Maintain and organize data files for Program Controls.
  • Identify and resolve data issues, optimize data system efficiency, and recommend improvements to data management systems and policies.
  • Derive meaningful metrics from various data feeds to provide valuable insights to leadership and inform decision-making.
  • Ensure coordination and completeness of data analysis provided to GED leadership.
  • Identify trends, patterns, and areas for improvement through analysis at the Directorate level.
  • Review changes to, and draft recommendations for, NRO financial management policies.

Job Requirements
Education: Bachelor's degree in accounting, finance, business management, Information Systems, Data Analytics, or equivalent work experience.
Experience: At least 5 years of relevant experience, including a minimum of 3 years with the NRO. Relevant experience must include a combination of the following: extracting and structuring data from federal/IC financial management systems; translating complex programmatic datasets into executive dashboards; applying federal financial regulations to data validation workflows; and identifying and resolving data inconsistencies.
Clearance: Active TS/SCI clearance with CI polygraph
Knowledge, Skills, and Abiliities:
The Contractor personnel assigned as Data Managers are expected to possess the following:
  • Knowledge and understanding of financial regulations, policies, and procedures; ability to apply analytic techniques to evaluate programmatic data and resolve inconsistencies; advanced proficiency and knowledge of Microsoft Office Products and standard computer applications.
  • Proficiency in data visualization tools (i.e., Tableau) to present data findings visually to enhance understanding and decision-making.
  • Knowledge of project management concepts and principles; analytical abilities to compile, structure, examine, and present substantial datasets with precision and thoroughness.
  • Ability to create clear and engaging visualizations to communicate findings to stakeholders.
  • Superior communication and presentation capabilities, adept at simplifying complex data insights for audiences without a technical background.
  • Ability to identify stakeholders and effectively gather requirements for data management-related tasks.
  • Proactive self-starter capable of developing and prioritizing tasks independently.
